Seriously call the police. If someone is stalking/harassing you they need to know. They take it very seriously (in my experience at least) and they'll open a file. They will investigate who it is, you can go the route of a restraining order, etc.

My experience also with Telus (mobility) is that they do not block numbers. If someone is harassing you, you have to change your number. I didn't change my number because I felt like at least I knew how much my stalker was trying to contact me, vs. changing my number and him showing up with no warning.
