That doesn't make too much sense.

How does over taxing work? Aren't tax rates already set by the government? It's not like you were supposed to get taxed X amount but by mistake they took X+Y and now they're returning Y. No, they taxed you X amount, realized that they don't need the full amount and now are giving it to the city in order to find better use for it.
