I think you're missing an important element. What does he plan to do with his BSc?
Grad school? Medical school? (in all fairness I've never been sciencey, didn't even consider it so I don't know what jobs a BSc will get your or what opportunities).
Look where he wants to go. University is NOT the destination but the path to get where you're going.
If grad schools are in the picture then I'd probably pick somewhere close to home to save money. That's what I did. As long as you have a good transcript and references a MRU shouldn't hold your son back at all.
Also I don't know how transferring works out there (do t really remember here either) but he might be able to do 2 years at a lower cost university and then transfer to another.
Another thing you can do is ask around to people in the field. See what they have to say. Sometimes the reputation in the field is different than that of the general public.
