Actually, my family moved after the hand over in 1998. We didn't leave because of the handover, but other family circumstances. My parents were going to immigrate sooner or later, and it just so happened to be the year after the hand over.
I know quite a few people who left because of the hand over and went back to Hong Kong afterwards because they saw no benefit in leaving.
Only parts of mainland I have been to is Shen Zhen and Guangzhou, and those 2 places, I have to agree with you, that it is a little behind.
