The bolded have nothing to do with a lake, and really the other ones can be done at places besides a lake (skating and hockey presumably at the outdoor rink most communities have...). In fact ice fishing is much better in the open than a community lake. So if your community doesn't have a lake, you can still do pretty much all of the things mentioned.
