He is saying, all else being equal, having a lake is better than not having a lake. This is regardless of if you choose to use the lake or not.

But you're never going to have "all else being equal" when you refer to lakes in communities. A downtown district will most certainly not have a lake, but may have many other amenities that a lake community does not that are preferential to a certain demographic. In short, while there are communities that are "nicer" than others just due to the demographic of people that generally live in those areas, lists like this are completely bunk as everyone has differing opinions of what makes their community better/worse than another.
