Sure they snapped the head off of the Empire when Palpatine died and Vader died, but there's still an empire out there, not every world threw off its yoke the minute the Emperor turned into ash.

If you destroyed the leadership and capital (the death star) of an empire like that, you'd probably see some kind of civil war within the empire and you see it eventually split up into a few smaller empires.

Other alternatives could be that a new leadership takes over. It may or may not involve the Sith.

Alternatively, the planets could go back to a free state. I think the idea was that a good part of the Empire's fleet had been destroyed in the final death star battle, as the empire had invested huge resources into defending the death star. The individual plantes presumably would be able to raise their own armies. So if the empire was not popular among the individual planets, its remains could be toppled pretty quickly.
