I do see what you're saying, but at the end of the day teams exist where people want to own them and where leagues perceive a benefit from having them, which isn't necessarily where all the fans are.
It just seems silly for people in places like Quebec or wherever to be upset about a tactic used in another market. The reason there's no team in Quebec City isn't 'because there's a team in Miami', it's because nobody wanted to own a team in Quebec City anymore.
