If you're willing to put in a bit of learning (which you'd have to do regardless of what program you use), Pixelmator might be a good option. It can do about 90% of what Photoshop does (and I'd argue about 99% of what most amateur photographers need) for only $15.
iPhoto is really more of a photo management application than an editing one. Better versions of that type of program that've already been mentioned (Lightroom and Aperture) usually provide enough editing functions but iPhoto is kind of lacking in that area.
