In all fairness, how do you know the water in the vehicle was flood water? If the car had been just recently detailed.... ie that day, the carpets may still have been wet from being shampooed. It sometimes takes a couple days for them to fully dry out, and the car will smell a little musty until they do.
Wet carpet, does not automatically = flood vehicle.
