It's actually a white powder mixed in with water and called "white wash". It's then lightly sprayed over a thin layer of ice.

First you hose down the cement adding a layer of ice. Then the white wash mixture is misted in a few coats over the ice. It's a thin layer of chakly ice. After that has settled another bunch of water mist layers are added to create a coat so the white powder layer isn't removed when thicker layers of water are dumped on. Once you've got a significant amount of protective layers of mist the hoses are dragged on the ice and the layers of hot water are poured over and over and over again until enough layers have been added that the white layer and painted or paper decals are safe.
