I guess you could say that they hosted the games twice, but one was by default. In the case of the 1948 games the location was selected because the Swiss were neutral and had facilities.
I guess what I am trying to say is that if people are hoping that the Dome stays as part of an Olympic bid it would be foolish as by the time that Calgary would be considered again the new building itself would be aging and in need of replacement.
Some say that since Albertville and Chamonix are only 73 km from each other or Albertville and Grenoble being 82 km apart, that area hosted the Olympics 3 times. Innsbruck won the 1964 games and then as you said by default for the 1976 games. Salt Lake City wanted to be the host after Denver didn't want them but the IOC didn't want another US city. Lake Placid hosted the 1980 games by default too as it was the only bid because Vancouver pulled out. Both of the LA games were by default, Tehran pulled out of the race for the 1984 games. Other default games were Athens 1896, Paris 1900, and Chamonix 1924. London didn't win the 1908 games, Rome did but due to Mt. Vesuvius erupting the games were relocated to the UK. London 1948 was given to them since they won the 1944 games but didn't happen due to WWII. http://www.webcitation.org/5xFvf0ufx
