Those figures don't include bonuses. If you include their bonuses they are $6M over the cap before accounting for Savard's LTIR.
Given that bonuses cannot be covered with LTIR, there is virtually no chance that Iginla's entire cap hit will be counted in 13-14. They'd have to cut out about $6M from their existing lineup and then go the season without any long term injuries for that to happen.
