You can trade their rights at any time... but you can trade the rights to a NCAA player as well. That's how the Flames got Corban Knight.
All players become UFA's after 4 years if they aren't signed. You don't hold rights to CHL players indefinetely (nor players from Euro leagues, Junior A, Prep School leagues, or anywhere). Hell you potentially lose your exclusive rights to CHL players if you don't sign them after two.

Thank you for sharing the facts in this thread. As I said in another thread, we should be trading Monahan right now. He isn't signed and we hold his rights for only the next 23 months compared to the 25 we hold Gaudreau's. oh, the drama!
