You can trade their rights at any time... but you can trade the rights to a NCAA player as well. That's how the Flames got Corban Knight.

All players become UFA's after 4 years if they aren't signed. You don't hold rights to CHL players indefinetely (nor players from Euro leagues, Junior A, Prep School leagues, or anywhere). Hell you potentially lose your exclusive rights to CHL players if you don't sign them after two.
