With college players you can't sign them until they declare they are turning pro so the thrill of being drafted fades and they can start thinking about other possibilities.

Forgive my ignorance if this is wrong, but don't CHL players re-enter the draft if the are unable to come to terms? Giving the original drafting team some leverage to try and trade that player before he re-enters. Where as college players essentially become UFA's after 4 years? That would make college players a bit more risky.
