If he refuses to play, it would be even more counterproductive to keep paying him.
If a player refuses to play, that doesn't void the contract. His contract is simply tolled — i.e., he has to make up the missing time at the end of the deal. That's what happened to Alexei Yashin when he held out on the Ottawa Senators.
Of course, a tolled contract is as good as any other contract for tying up a player's rights. So Luongo could, in theory, refuse to report to the Canucks, and they wouldn't have to pay him until he did. But as long as he sat out, the clock would be stopped on his contract, and when he finally did return, he would owe the Canucks just as many years as when he walked out. And he would not be able to play for any team in a league that has a transfer agreement with the NHL.
