Feaster never actually said that...it kind of just got turned into that after many games of telephone on CP. Readiness was a consideration for the team, but nobody ever went that far to say they only want someone who can step in.
I think ideally Sean goes back to the OHL and gets traded to a Memorial Cup contender where he can lead a team in the playoffs, and be part of a winning group. Even if he's somewhat ready now, I'd rather the Flames be patient with him this year, and not burn a year of his ELC, just because we want things to happen fast.
