I think he certainly gets the 9 games, then they make the decision.
I have nothing against giving him another year in junior, though. Barring a horrific injury (which is just as likely to happen in the NHL as the OHL), I can't think of any player whose development was ever hurt by giving him an extra year in junior after his draft. There are plenty of examples of players whose development was hurt by being rushed into the NHL.
