Let me preface this by saying this pure speculation, but is it possible that Feaster's budget got cut back due to all the work the Flames have to do because of the floods?
King said they were not going to wait for an insurance cheque to start replacing items. Also while he said the Flames were fully insured, it is possible the insurance company may find/build in loopholes to the coverage that perhaps won't see the Flames being fully reimbursed. The Flames are also reportedly having crews work on the Saddledome 24/7. Don't believe the insurance company will cover the cost of overtime or added workers.
Just putting it out there, that perhaps Feaster doesn't have the budget he had 2 weeks ago.
