I thought he meant that if they have already drafted smaller players then later on in the draft they would lean toward the bigger guy even though technically they have a smaller guy ahead of him on their list. It could work in reverse as well.
I assume it would work for positions as well. If they drafted two forwards with the #6 and #22 pick then they might select a D-man with the #28 even if a forward is one spot higher on their list. Teams say BPA but no team will select all forwards or all defensemen.
