Too bad they can't do a major structural reno to the dome - build it up upgrade roof. Surely some of the bones can be reused? Use this as an opportunity to fix up and modernize the dome to current league standards.

I'm not sure this will impact the new arena plans at all. It seems that insurance will likely cover the vast majority of the bill, so it shouldn't impact the finances all that considerably.
As for simply upgrading the Dome, that would be a very lengthy and costly process, which most likely require either multiple off seasons of shut downs or a temporary relocation. That made sense at MSG, where the precise location was crucial (although fairly contentious locally), but makes little sense for the Flames who are not only not tied to the precise location, but reportedly looking to step away from the Stampede board.
