There are also a lot of teachers that aren't back in their homes yet, not just students. Any other time of year they might not have done this, but given that it's the last week of school and all the grading etc. has already been done (I've heard teachers refer to this week as "babysitting week") there isn't a whole lot of value to students in opening the schools to offset the resource strain. It will be a nuisance for a lot of parents though.
