Because scouting is all about translating their actual skills and not their stats. His technique and athleticism must be outstanding. You also forgot to factor in the fact that Halifax is able to be offensive and gamble because they have a strong goalie to back them up if there are counter attacks.
There could be plenty of reasons why he's highly rated. Stats is not one of the ways to judge a player.
