That's fine if you have one project going that route. But this sort of electrical work will need to be done on hundreds of buildings, including many of the big oil companies downtown. There is going to be a severe shortage of skilled labour to do the work, and lots of different companies throwing money at the problem. Costs will be high. Not everyone will secure the resources they need, regardless of how much they spend.
