To get on the technical side of things, I would hope the wire inside would be RW90 due to the nature of the building as that is suitable for use in wet locations. To say every wire and piece of equipment needs replacing is like saying for someone who has a detached garage to replace the underground feeders every time it rains. The PVC isn't waterproof either and you'll always have water and ice inside of those pipes. Sure, lots will have to be fixed but its probably not a "scorched earth" as far as the electrical goes.
