After the damage is assessed, do you think that a multi-million dollar band-aid will be applied, only to be replaced by a new building soon? If they decide to fix the damage, it will be a major renovation and the team will stay in the facility long-term.
It will absolutely take a long time to rebuild either way the work commences, but when you only have a few months to complete the job, are you really going to wait for the water to recede, bring in an engineer to inspect and recommission the working pieces, have a drafter design a layout, send that layout to be tendered by several estimators and choose a contractor to begin the work? Or you could do what the south calgary hospital did (cost plus) where you pay the employees wages plus a certain % to the contractor and have work begin relatively quickly. I too am an electrician with 10+ years of commercial experience in the field, estimating and I have been lead hand on some of the larger jobs in Calgary's recent history. You're absolutely right though, you can't just throw cash at it to fix the problem immediately, but the most efficient way to get the job done would be cost plus.
