I'm going to weigh in here, though my opinion probably isn't needed or wanted but here it is anyways.

Property loss is loss regardless of the status of your bank account. The loss and damage to the Saddledome effects the middle to upper class in some capacity. The loss and damage to personal property like houses effects those millionaires in charge of the Saddledome and Stampede too. It isn't just a one way street. Priority shouldn't be set one way or another. Everyone is in need of help. Who is to say both cant be helped?
