you are forgetting about the service entry transformer, the main switchgear, the central distribution panel, and the numerous electrical rooms on the ground floor, and the conduits and cables inside them. None of it waterproof, all of it submerged, and all of it will need replaced, not 'dried out', in order to pass inspection. It will be a monumental task. It's way easier installing that stuff during the original construction than it is to retro-fit new equipment.

The job won't even be estimated until weeks from now..then there will be the tenders, etc.

The Flames will not be using that building in this calendar year at least.
