Looks to be fairly in the middle of the rink, maybe more towards one end...the red reflection on the left is likely from the clock that's up halfway in the second level (though not sure why it would have power) at the end.
Here's a pic...count 5 or 6 rows down from the box to get an idea of where the water does indeed come up to.

That's an emergency exit light, they are battery powered....back up at least. You will now noticed the hundreds of them in the dome forever.
