Actually, speaking from plenty of experience being down at ice level, and going in through the zamboni doors, the floor of the saddledome is actually lower than you think.

In the first photo, between the white truck and the two sets of yellow doors is a large orange overhead door. There is a significant slope downwards from the parking lot level where the truck is parked to the base of overhead door. It's probably in the order of a few rows of seats actually.

Having walked around the entire lower level of the dome (and actually going into the jumbotron room), I can tell you there is a LOT of damage. I have a hard time believing that any of the dome's scoreboards/advertising rings will be in service for a while if all of equipment is toast. Structurally, I don't think there'll be much damage thanks to the fact that most of the water in the dome will be standing water, not raging rapids. The dome should be fine structurally soon, but as far as ammenities are concerned, it'll be a while before it's home sweet dome.

Also, to answer the questions about water flow into the dome, water levels don't accumulate, and add up. The water level inside the dome will be equal to the water level outside the dome, even though the water, once inside the dome, has nowhere to go but up. If the water level inside the dome was higher than outside, it would just flow back out to create equilibrium again.
