The Dome will be operational by the time the hockey season starts. But I suspect nearly everything from now until then will be cancelled.

I was thinking more like the 2nd quote
of course you clean up and make it habitable if possible because 2 years of 82 Calgary gates makes up any gains you make of not clean up and playing 82 times somewhere else
but I could see a bare bones cleanup and setting aside money for the new building
