The last time the Saddledome area was under water was 1932--not really all that long ago. There are photographs. And 100-year flood zone maps include the Saddledome area and all of the areas presently flooding. This shouldn't be a surprise to anyone but it's a familiar thing: People build on floodplains; people know they are building on floodplains; people are surprised when floods occur.
