If he can be had for either of those (preferably tanguay) and maybe a mid rounder, you take that deal straight to the bank.
As far as the attitude goes, it's pretty difficult to judge from afar. Not totally inconceivable that an organization with a reputation of mishandling situations mishandled this situation. He is young and can still learn. His skill is enough to take that chance.
