I think it would be pretty tough to build a resident season ticket holder base. Most people (tourists) would be in the market for single game tickets only.
Their area of opportunity would be in marketing tickets as an add-on to all the conferences that they have there, or an adder to hotel packages.
Off the strip, I think LV is quite ghetto and the financial crash had a huge effect on the city and real estate prices.
How many head offices are there and what type of corporate support would they get other than the casinos? It's probably limited. Or maybe support from all the big casinos would be good enough. Who knows.
