I would put more basis into XBox needing to do this in order to drive the "Steam" model of cheaper games for gamers, if the Playstation wasn't already heading down a similar path without needing the DRM.

Look at the PS+ sales over the last 6 months. Some relatively high profile games either going on sale for $20 (Tomb Raider, etc), or for free (XCOM, Uncharted 3).
