It's not the 40 time, it's being lighter on your feet and being able to beat a DB off the line. Sure linemen are certainly aware of him but if you've ever played DL then you're aware of any slotback cracking down on you. I just feel he would be better by being a little quicker and not needing to push off defenders to create separation. As a receiver, that extra weight doesn't mean a whole lot... Unless the Stamps plan on using him as a TE or a slot lined up close to the line and he'll be asked to block. In that case carrying the extra pounds would be helpful.
EDIT: To be fair to Lewis, he's an athletic freak. The things he can do on the field are crazy for his weight. I just feel he could be better
