Hockey market is both a plus and a minus. Chances of getting turfed because of public impatience is much higher here than in a city where hockey has a lower profile, not to mention your kids getting bugged at school, etc.
As for the city, Calgary is nice for a mid/large Canadian city. But almost all other NHL cities have a much better climate, and most have better amenities for rich people and their families. You don't see affluent, successful people retire or vacation here. And most of the rich leave as soon as they've made their bucks.
Calgary is probably in the bottom third in the NHL in desirability for executives and players (and their families).

But this isn't just the world, it's the hockey world. These are hockey guys who are competitive and cocky. Every one of them likely wants the prestige attached to turning around a franchise, especially a Canadian one.
