As to the bold part, I don't think any trades like this will be made (switching draft positions) until it's time for that pick to be made, so that GM's can see what players are available and what players are gone.
For instance, the above trade might be on the back burner depending on who's available at #5, but if Barkov were to drop because, for example, Nashville picks Nichushkin, then Rutherford might tell Jay it's a no-go because he wants to take Barkov at #5.
However, if everything goes as predicted, and Barkov goes at #4, and Carolina has no interest in Nichushkin and would be happy with either Lindholm or Monahan, and Jay really wants one of those two specifically (Monahan for instance), then Ruther ford would probably gladly take a 3rd round pick in order to drop one spot and pick Lindholm at #6.
