Along with dedicated HOV exits, Variable speed limits, and ramp metering there are lots of things to look at that could be implemented in the short and long term along deerfoot.

Ramp Metering and Variable speed limits would help a lot on deerfoot and would be relatively cheap to implement although that is the provinces scope and not the cities.
