Sure, but either way you have 10,000+ people playing the sport. If growth were to continue at anywhere near that pace for even a few more years you'd clearly have a strong base, assuming that most of those people would be heavy supporters of the local NHL team.
Btw, growth still has far outpaced population inflation.
