They would be terrible moves by the Flames because they don't need bottom 6/bottom pairing guys and don't need to give up 3rd round picks for them. When was the last time a meh guy like Trevor Lewis, Jason Muzzin or Alec Martinez were offer sheeted? Maybe Clifford, but even that is a huge stretch as he hasn't shown much offense at all to warrant overpaying and giving up assets for.

Thats more than what Subban got and Subban had shown a lot more than Voynov up to that point. I would use that as a marker if I am the Kings and offer 3 years around 10 million.

If I am Ottawa I probably do neither but if forced to do one probably Iginla because I realize I have a strong defense, young team and questions up front. Overpaying for a defenseman and losing assets is a good way to screw up the future and goes against how the team was built.
