Understand that fine and also understand that you are vastly overrating the impact of that this summer.
Clifford, Muzzin, Lewis, Martinez are all easy re-signs for them and not targets of offer sheets because they aren't worth it.
Bernier is an easy re-sign and trade.
A team of:
Williams-Kopitar-Brown
Iginla- Richards-Carter
King-Stoll-Lewis
Toffoli-Fraser-Clifford with Nolan as 13th
Voynov-Doughty
Regher-Muzzin
Greene-Martinez
Ellerby
Fits under the cap and is a fine team going forward.

(these totals are compiled with the bonus cushion)
SALARY CAP: $64,300,000; CAP PAYROLL: $63,902,727; BONUSES: $135,000
CAP SPACE (21-man roster): $532,273
so this is your team without Iginla... they have about $3M left if they are totally able to get rid of Willie Mitchell's contract..... (Ie Buyout)
Just used Irving as a generic 1M backup goalie.
so this team gets rid of Scuderi, Penner, Richardson and Bernier and replaces with Iginla and is right at the cap IF Iginla signs for 3M.

They wouldn't be the Flames best moves in years at 1.6M for and a 3rd round pick?? What do you think the Flames will be paying RFA Backlund this coming year? Let him walk for less than 1.6M and cash in on the 3rd rounder? All of these guys have a better resume to-date and as much potential as Backlund.
This also assumes they can sign Voynov to a 3.3M deal.... (or lose to an offer sheet and get back a 2nd round pick) He likely would want somewhat more.... on a longer term...
If you are Ottawa and have the cap space: Offer 5M over 4 years to Voynov costing a 1st and a 3rd or Iginla for 4M as a UFA?
Either way LA will not be able to commit any reasonable offer to Iginla until they have Vonyov, Muzzin, Martinez, Lewis and Clifford in case they are forced to match.
