No, administration recommended for refusal - which was really the only option they had. It isn't administration's responsibilty to look at the overall picture, only to judge a proposal based on the existing guidelines and laws, then give a recommendation of what those guidelines and laws say the answer should be.

It is then Calgary Planning Commission's job to evaluate whether there are reasons to give a different response than those guidelines and laws say. In this case, they thought that there were.

I've had a project myself that I've taken to SDAB (in this case, worked similar to CPC) that administration had really no choice but to recommend for refusal, but I've had approved by them for good reasons. In my case, it was recommended for refusal because not enough parking was supplied according to the land use bylaw. However, it was approved because the development permit I was applying for increased the parking from ZERO to the maximum that could fit on the property, and reduced the total allowed occupancy from 270 to 200. Rejecting the proposal would have meant the church could have 270 people attending without any "official" parking, while approving the proposal would mean that 28 parking stalls would be provided for 200 people. (There is plenty of available on-street parking that didn't require anyone to park in front of anyone else's property)

Because this is a land use item, it has to go through council yet as well, I believe.
