The El Reno tornado did not result in an extension of the declaration of disaster are to that specific area as, I'm guessing, the amount of damage done was not significant enough to warrant it as while the tornado was huge it was over mostly open areas and most structure damage was rated EF3.
Btw your link actually contains a link in it saying that the area does have a declaration of disaster and so that actually isn't the issue. The issue is the wheels of bureaucracy turning even after the declaration was made, goods in the shipment that couldn't be brought in etc and likely the fact that the efforts of those in the bureaucracy are directed more directly towards the disaster area and surrounding areas and not the canadian-US border..
At the very least, IMO, the comment from the people in the article about Obama not providing a declaration of disaster were highly politically charged and not based in fact. Such a shame.
