I think it's just a clarification. The Pope is saying that Christ came to redeem all and he's trying to get people to meet in the middle by "doing good" instead of fighting over their differences.
However, official Catholic doctrine has reiterated time and time again that it is the "one true Church" according to them. Popes come and go, but Vatican councils and organizations seem to have the last say as they have the lasting power.
There probably just happens to be some leeway in how you interpret the other Catholic beliefs like purgatory allowing others to get saved...
