Rob Ford though, he is a public figure and there was a still image and a rumoured video so it demanded a quick response. A response 5 days later does not give a lot of confidence IMO. If something isn't true and therefore an impossibility of evidence, it doesn't require that much planning and preparation.

His first response wasn't five days later, his first response was calling the whole thing ridiculous which was I think the same day that the story broke.
Saying it was a ridiculous story was the only statement that he should have had to make until the video was released.
