He is not attacking those suffering, just those "sending prayers" to the victims.
Its perfectly right to mock them, I'm sure the victims would appreciate the financial help over any prayers, and its so often said "We are praying for you" which is as pointless as when people say you are in my thoughts, when it comes to actually doing something.
