I'd argue that Ottawa was what Calgary tried to do; win a cup with their franchise player (Alfredson). The difference is 1.) Ottawa sucked more than the Flames on their off years to draft high and 2.) Ottawa (under Murray) has a better draft record than the Flames.
It can also be argued that, with league parity, success can be achieved the "Ottawa" way in that a team can alternate between sucking for a high draft pick one year, and then trying to make it the next year. You see teams like Carolina and Tampa, who basically tank every other year to keep refilling their prospect pools with high end talent.
