He was nowhere near Ford bad, but he also didn't have the spotlight on him running Canada's biggest city. Back then people kind of expected the Mayor of Cowtown to be a bit of a hillbilly, so although he did good things, he really didn't have the media coverage on him the way Ford does.

Klein generally had a steady list of accomplishments/achievements as he moved along, the quirkiness easily buried by his record. He earned his popularity through deeds.
I'm not exactly following Toronto politics but I haven't seen anything to suggest that Ford is anything more than the typical buffoon we occasionally elect to spite ourselves.
